You can use your California title and registration to apply for a North Carolina title. Just take it to the Motor Vehicles Registration office (not the Driver's License office) in your county seat.

Just to make you aware in addition to any other steps you take to transfer ownership of your California registered car, you must also remove the California license plates before giving possession of the car to the new buyer, and send them to the California DMV.
I don't have time to look up the specific Vehicle Code section at the moment, but not doing so is considered quite a serious matter by California authorities.
