I was out of the country for 3 years back at the start of the decade. I was pulled over about 6 months after I got back and was taken to jail because they said it was suspended. They said I had a speeding ticket in Elgin North Carolina and need to pay that before I can get my license back. I tried to contact the city hall of that town and turns out there is no such place. When you go to the DMV they tell you to go to another office and they tell you go to another office. All I seem to get is a bunch of run around. Two lawyers have given up trying. I live under my work so I can walk there but he's about to close the doors on the place so soon I will be out of a job. Unfortunately, the only thing you can do is try another lawyer.
You can try and solve this yourself, but from the tone of your post, it doesn't sound like you have the patience to do it.
