I'm buying a car from North Carolina but I live in Virginia. Does the title need to be notarized?

I'm getting a car from a friend who lives in North Carolina but I live in Virginia. The DMV site says nothing about notarizing the title, but the North Carolina site does. So in North Carolina, is notarizing only for a car that is staying in North Carolina or is it for the car if it's going out of state too? This isn't google or a DMV site.|||I think it still needs to be notarized because you're transferring it from one state to another. Every state, they have quite different rules when it comes to cars. So, you must notarize the car so you won't have any problems.
