I'm buying a car from North Carolina but I live in Virginia. Does the title need to be notarized?

I'm getting a car from a friend who lives in North Carolina but I live in Virginia. The DMV site says nothing about notarizing the title, but the North Carolina site does. So in North Carolina, is notarizing only for a car that is staying in North Carolina or is it for the car if it's going out of state too?
