My dad wants to know how he could get a contract to make North Carolina Vanity Plates?

Apparently in the state of North Carolina, the DMV doesn't make them, they contract it out to a private contractor. How could he get the contract to make these plates?|||By bidding on it when it comes up for renewal, in the normal fashion.





But he should check around first, as many states use prison labor for that job.
