When my wallet was stolen a year ago, I didn't have to present proof of insurance to get a replacement license but I did have it with me.
Here is what the NC DOT web site says:
Replacement
If your license is lost or stolen, go to the nearest Driver License Office and apply for a duplicate. To replace a lost or stolen license, you must show the examiner two documents of identification approved by the DMV.

Proof of insurance is only required when obtaining an original license, transferring a valid license from another state, restoring a license after it has been revoked or suspended, or when the driver has been awarded "Limited Driving Privileges" by the court system.
