North Carolina Driver's Permit?

http://www.ncdot.org/dmv/driver_services/drivershandbook/chapter1/typesLicenses.html#ClassifiedLicense says you have to be 18 years or older to get a Driver's License.

However, http://www.dmv.org/nc-north-carolina/drivers-ed.php#Level_One:_Learner's_Permit says you can get it as early as 15.

Which one is true?

I'm having a hard time figuring out when you can get a permit, and what you must do to obtain a license after getting the permit. Can any North Carolina residents help me out?|||Hi I live in NC and I just got my license. You have to be 14 and a half or older to get your learners permit and 16 and older to get a license. However you must have your learners permit a full year before you are able to get your license.|||Kaz I'm in N.C. best to call the local D.M.V to find out.
